This is a Panasonic RIM (aka GSM modem) card for a 'Toughbook' CF-28 system. The same board is used for the Panasonic factory GPS module (which mounts to the right of where the Sierra GSM modem is sitting) and is a popular card to use for adding aftermarket GPS modules like the EM-408 from US Globalsat.
